For the second time in as many months, a significant downtown Roswell project has officially launched construction in an effort to boost walkability and increase centralized attractions.

Atlanta-based developer Atlantic Companies has closed on construction financing and started development of Hillrose Market, a new 7-acre, mixed-use neighborhood across the street from Roswell City Hall that’s been described by city leaders as a “once-in-a-generation opportunity.”

Hillrose Market’s construction follows another downtown groundbreaking last month for The Chambray, a restaurant-topped Hyatt hotel concept that will rise next to the new, multifaceted Southern Post development

Atlantic Companies recently finalized private financing with SouthState Bank and a revenue bond by the Roswell Downtown Development Authority, allowing construction to proceed.

The developer’s timeline calls for delivering the project in the second half of 2027.

Hillrose Market’s residential component will include 16 upscale, brownstone-style townhomes and what’s described as 143 “luxury rental flats with resort-style amenities.”

Elsewhere, plans drawn up by the ASD/SKY architecture firm call for a six-building, 75,000-square-foot retail village around a central greenspace, a high-visibility office building at the corner of Atlanta Street, and an adaptive-reuse, mixed-use hub (with ground-floor retail and a second-floor workplace) made from the former Roswell Police Department building. A large parking garage will also be in the mix.

All of the above will be linked with a walkable trail to the Canton Street Historic District, according to Atlantic Companies officials.

Jim Meyer, Atlantic Companies chairman, said now that construction is underway in Roswell, the development team has begun the search for retailers, restaurant anchors, and office tenants to occupy the forthcoming district.

“Our goal is to curate a tenant mix,” said Meyer in an announcement, “that reflects Roswell’s unique character and creates a vibrant, walkable destination that the entire community can enjoy.”

The retail hub will offer a variety of spaces, while the standalone office building will consist of 18,000 square feet. Another 11,000 square feet of offices will be offered above retail at the former police building, Station 37, according to officials.

The Hill Street redo has been years in the making. An earlier multifamily development plan gained city approval in 2019, but city leadership in 2022 led a redesign that cut back on residential density while expanding the commercial footprint.

According to city officials, an economic analysis by KB Advisory Group found that Hillrose Market will create nearly 550 construction jobs and 273 permanent ones.

The project “will be truly transformational for downtown Roswell, and I’m thankful for the work of previous administrations to bring us to this point,” new Roswell Mayor Mary Robichaux said in a statement. “Roswell residents can look forward to a true residential, commercial, and community asset.”

The Hillrose Market site, added Roswell Inc. president and CEO Steve Stroud, “represents a rare opportunity to reimagine a prime piece of real estate in our historic district.”

Beyond the developer and designers, the Hillrose Market project team includes Westbridge (commercial consultant), New South Construction Company (general contractor), Kimley-Horn (project engineer), and Crosby Design Group (lead interior design for the multifamily component).

Leasing efforts are being led by Bridger Properties (retail) and Cushman & Wakefield (office), while The Patterson Real Estate Advisory Group arranged financing.
