Momentum continues for Johns Creek’s answer to newer, north OTP lifestyle centers such as Halcyon, Avalon, and Cumming City Center as the project's initial debut is less than 200 days away.
Toro Development Company announced today it’s moving forward with phase two of the 43-acre Medley project—and that a fresh slate of seven more retailers has been signed.
TDC will officially break ground Tuesday on Encore, the second phase of office-park remake Medley, after recently closing on project financing.
Encore calls for another 408 multifamily units and 20,000 square feet of ground-floor retail to debut at Medley in 2027.
TDC and its Denver-based capital partner, Ascentris, closed earlier this month on a $90-million loan for Encore’s construction.

The developer has also signed seven retailers it describes as best-in-class—Warby Parker, Tabla, Hollow Oak, The Nest Cafe, CT Cantina & Taqueria, The Commodore, and 13 Hub Lane—as Medley’s phase-one Oct. 29 debut is now six months away.
That brings Medley’s total leases to 37 so far, which represents 78 percent of retail space and 82 percent of office offerings, according to TDC officials.
The latest batch of retail signings has “nearly rounded out Medley’s retail and restaurant lineup with an exceptional mix of national brands and local favorites,” Kimberly Goetz, TDC’s vice president of leasing, said in today’s announcement.
Alongside national eyewear brand Warby Parker, the new Medley retail additions are described by TDC as follows, edited for length:
- “Tabla, an authentic Indian restaurant, will open its first suburban location at Medley in a space adjacent to [25,000-square-foot] The Plaza. [It] will bring a refreshed, high-energy dining and cocktail program, an indoor/outdoor bar, and street food pop-ups on the weekends.
- Hollow Oak, a thoughtfully curated shop, bookstore, and community space centered around life offline and founded by Johns Creek native Katie Bossie. The shop will feature books, stationery, art, and well-made goods for the home, along with classes and events.
- The Nest Cafe, a local, community-driven restaurant known for coffee, brunch, and lunch. The Nest prioritizes wholesome and healthy menu options and a comfortable dining experience. It will be located near Medley’s fitness concepts.
- CT Cantina & Taqueria, an upscale, family-owned taqueria that will overlook The Plaza. CT at Medley will unveil a fresh new look and elevated cocktail program, with the space also featuring a walk-up window for to-go food and beverages.
- The Commodore, an Atlanta staple providing barbering services with a modernized aesthetic (but retro feel) and a unique emphasis on fashion-forward, precision-based haircutting.
- 13 Hub Lane, a lifestyle boutique with a collection of furniture, décor, art, apparel, gifts, baby items, and more. The space will feature a design studio with fabrics and swatches for custom furnishings.”
Medley, which broke ground in early 2025, announced other notable signings in February that include Trader Joe’s, regional dining favorite Northern China Eatery, Shake Shack, Kontour Medical Spa, and Moop’s Boutique.
Medley’s phase one has also signed the first suburban location of Fadó Irish Pub, CRÚ Food & Wine Bar, 26 Thai Kitchen and Bar, Five Daughters Bakery, Summit Coffee, Lily Sushi Bar, Knuckies Hoagies, Cookie Fix, Sugarcoat Beauty, BODY20, Sephora, Rena’s Italian Fishery & Grill, High Country Outfitters, Fogón and Lions, and BODYROK, among other concepts.
Medley’s first phase—set to debut with a hard deadline of Oct. 29—will included 110,000 square feet of office space, 340 apartments, and 125,000 square feet of retail.
A 150-key boutique hotel is on pace to open in 2028 at Medley, per TDC reps.

Medley’s full scope calls for more than 880 luxury residences (a mix of apartments and townhomes) and 145,000 square feet of retail and restaurant space, in addition to the plaza, hotel, and offices.
Elsewhere in Atlanta’s north suburbs, TDC broke ground last month on a 301-unit apartment community at Cumming City Center called Overlook, with plans to deliver the first residences there next year.
